The fact, that she cannot drink all of the blood, doesn’t means, that she left enough for the peoples to survive. When she told that to Roy (if i remember his name correctly), she doesn’t wanted to kill him, so that’s why she hold back – as much she could in her hunger.

As a character, Arsenci grew up, she changed. At firdt, she did kill her victims then she learned she don’t have to do it. She’s not really evil. 🙂
