Yeah, well, that’s the thing, isn’t it? To speak, one needs lungs, a larynx, vocal cords, a tongue, mouth and various related muscles. The king, being a skeleton, has almost none of those. Therefore, his ability to speak is not a biological function, it is a magic function. However, does his magical ability to speak depend on having the correct parts? If yes, then he cannot speak without his lower jaw. If no, then, sure, why not? (After all, it’s a cartoon. 😉
